You can create up to 15 published (active) tracks per program. Archived tracks do not count towards this limit, so you can have as many archived tracks as you need.

Published tracks: Maximum 15 per program (including the primary track)
Archived tracks: Unlimited, archived tracks are hidden from clients and do not count towards your limit
If you have reached 15 published tracks and want to add a new one, archive one of the existing tracks first to free up a slot.
